Tom is a qualified accountant and member of the Chartered Institute of Public Finance and Accountancy, and has over 10 years' experience advising the public and private sector on partnering arrangements. Within the PFI advisory team he takes a lead on our public sector support and has a particular focus on Emergency Services and the Ministry of Defence.

He has a strong track record developing successful business cases, carrying out options appraisals and providing commercial advisory support on major procurement projects. He has prepared a number of business cases to secure in excess of £130 million of PFI credit support. He is currently providing lead financial adviser support to a number of high profile national contracts in the Fire & Rescue Service and is an expert in structuring deals and advising on performance and availability mechanisms and risk transfer.
